Also, make sure to use Intel Burn Test, Aida64, Prime95. I use all of these while I was OC'ing, you should stress test with each program for around 1-2 hours and do around a hundred runs of IBT. Do not run these programs at the same time! Make sure you have a good cooler! I'd recommend:

I'd recommend getting a temperature app like Real temp, but it has been known to be a bit wrong (check your motherboard for temps and the idle temperature will be different) As a safety precaution I always made sure my CPU's temp stayed under 80°C (give myself a good 10°C) Anyway, try and run your chip on a 1.25V at 46X multiplier and if it boots to windows you've got a average chip, if it keeps BSODing drop the multiplier/raise the voltage or do both, then just fine tune it.
It took me a good 7 hours to do my first OC (i5 4670K 4.5GHz @ 1.232V) it's not been optimised yet, anyway good luck and have fun overclocking!

The stock fan does the job, but they are very noisy, I assume you've taken it off for a clean, so there is no way of putting that back on without new thermal paste. I stress, do not put it back on without a new application of paste! Overall that would save you over £100 and would give you better overall performance. I would certainly suggest the XFX 550W if it were in stock, but unfortunately it isn't.

Your build looks quite nice, although i would change a few things. I would swap the Noctua Cooler for a Cooler Master Hyper 212 EVO, which is not listed in pcpartpicker for some reason. You also want to change the harddrive to a 7200rpm (thats either a seagate barracuda or WD Blue) drive and maybe go for 1 TB of storage since you can save a little bit there. Also you can go for a little cheaper RAM (G.Skill Ripjaw).

You are currently over budget, PPC didn't pick up the price of the Hyper 212, which is around £24, or the DVD drive (about £10).
I agree with /u/razetheworld about the PSU, other than that, nice looking build.
That looks like a pretty ok build, tho you don't seem to have a cpu cooler.
Are you planning on buying an aftermarket cooler or just using the stock fan intel provides?
I would recommend getting an aftermarket cooler, if you will not be overclocking i'd recommend the hyper 212 evo.
The cooler is way better and more silent then the stock cooler and only costs around 30 euros (I've seen it sell for 20 euros also, but only in the netherlands.) Cpu cooler
Also the ssd seems a bit pricy for what you are getting,
if you are willing to pay 90 euros for that one I'd rather recommend a Samsung evo 850, it has better read and write speeds and it's 10 euros cheaper on amazon.de

Hey again! Okay, couple things: what's your budget? Do you have any older components that you can transfer to this build? Things like monitors, keyboards, mice, hard drive, CD drives, etc. can really knock down the price of the total build and allow you to get better quality components. It looks like you have a few things that you could upgrade or downgrade based on what you're going to be using it for and how much you want to spend. I think you're missing an optical drive above?
Basically, whenever you see something you don't understand about anything, google it and you'll find all sorts of other people who don't understand it too. Things like motherboard chipsets/sockets (H61, H67, P67, Z68, Z77, LGA 1155) take a while to sink in, so just lurk around BaPC and read forum posts and things will start to make sense.
i5 vs i7: The only real difference between these is the availability of what's called hyperthreading. Hyperthreading (available only on an i7) allows a CPU to simulate more cores than it actually has, and in 3D modeling programs like Maya or 3D Max it looks like you might actually get a fair bit of a boost, as well as any programming that can do computations in parallel. Not to say that an i5 is bad at these applications--you have to decide whether it's worth the £68 to you.
The commenter who said to upgrade to an "K" series processor mainly did so because the i5-2500k/i7-2600k processors are champion overclockers that have unlocked multipliers (basically meaning that you can change the set operating frequency from the stock 3.3/3.6 Ghz to 4.2-4.5 Ghz without sweating, making things run faster).
If you want to try overclocking, you're going to want a better motherboard. Do some reading about what kinds of motherboards allow overclocking.
Your CPU cooler is a bit overkill, especially if you have a non-overclockable processor. Processors always come with their own stock coolers.
Large SSDs usually only come on pretty expensive builds, as they're pretty cost-prohibitive, and usually are accompanied by a "storage" HDD anyway. You can get a ton more space for a lot less money with a normal HDD. Use the money you save, for example, on a better GPU.
You also have to decide how much beef you want on your GPU. The 560 Ti is a very capable GPU along with the equivalent AMD card--look into it, but for using a "viewport" in 3D modeling, nVidia consumer cards might be better than AMD? Quick searching didn't tell me anything. Check out the Best Graphics Cards for the Money link in the sidebar to get the most of your budget. Note that this guide is for gaming only.
Note about PCpartpicker: In your build, many of the components you've chosen aren't listed as being able to be bought anywhere in the UK, so they're not listed as having a price. If you can find a particular component on a site somewhere, it's just that PCpartpicker doesn't list that site, so feel free to include it anyway. These guides are a great place to start to start with a budget and begin putting parts together.

Keep in mind that if you have any monitors coming in, you'll probably greatly reduce the price. I'm a fan of the processor, motherboard, GPU, hard drive specifically. Corsair makes good cases, but you could definitely get a cheaper one that would serve your purposes. I'm not particular about the memory, optical drive, power supply, monitor, or keyboard/mouse combo. If you want to overclock, you're also going to want a cooler (cheap but very loved cooler here, but not on PCpartpicker for some reason) Also, you can use an Windows 7 upgrade DVD for a full install, and you can get a student-priced Windows 7 Professional upgrade for cheap through Microsoft.

Again, I'm a fan of the processor, motherboard, GPU, and hard drives specifically. I added on a SSD, because it's pretty nice on a higher-end build to have the SSD as the boot disk (windows boots up in less than a minute!). Upgraded to a i7-2600k (note that you could put this processor on the previous build and it would work just fine, obviously), put up the graphics card.
So chew on that for a while, read some more posts about stuff, figure out how much you can spend and how much you actually need, make more posts here, and lemme know how it goes!

tbh you might even be able to manage 4-4.2Ghz on stock cooler at a push. 4.5Ghz is easy to reach though.

There are two heatsinks in the photo. The closer one to the camera is marked "CM" (cooler master) on the top, and is a Hyper 212 evo with no fans on it. The other one is a noctua NH-D14 and will fit in most ATX cases. It however will cover the first ram slot on most motherboards, requiring RAM used in the slot to be put in first, and be under 44mm high.
im not sure of the name it was a cheap case i had purchased years ago the width of the case is aprox 17 cms. I was considering this

Edit: I saw PCMasterRace Builds and the "End-All" says a R9 380 8GB would be a recommended. I'm I missing something? Since I do know that AMD is a better bang for your buck but I saw some Benchmarks and the R9 seems to be under the NVidia equivalents (mainly I guess to how the current market is made)

The power supply won't be a problem (the CX series is really nice), and the semi-modularity of it really helps out with cable management.
Just check whenever you're looking at video cards that it won't be too long for your case.
Finally, other than an SSD which has already been mentioned, I would get a better cooler. AMD's stock coolers are really loud compared to most others. My personal favourite for cost:performance is the Cooler Master Hyper 212 EVO. Again though, since your case is small, check the dimensions.

Yeah, having the airflow be all in one direction should help with circulation. I'd actually recommend something at about twice the price, the Hyper 212 EVO. It's probably the most-recommended air cooler, because it performs extremely well for the price you pay and actually rivals a lot of lower-end water coolers. It will work with the 650 and most new sockets on the market. It's really a phenomenal cooler and you can keep it for future upgrades.
Looks all good. Might recommend swapping that CPU cooler out with something like a Evo 212. Similar performance for half the price.

The case and the PSU are great, the PSU is actually £50 on amazon, so it's a great deal. Xigmatek are a Germany-based company, so I have strong belief they have good quality control, even if they don't make their PSUs themselves (neither do Corsair, for that matter).

While Corsair is a reliable brand, there seems to be a general consensus that their CX Builder range is a bit crap. Xigmatek PSU uses cheap components too (as do all budget PSUs), but I'd say they're not the worst. Xigmatek use Teapo capacitors. In contrast, Corsair use Capxon capacitors.

Running at standard 4ghz, not overclocked.
First get an i5 6500 and a new motherboard . Then later get 16gb of ram and a newer gpu like a gtx 1060 6gb. Edit: you should also get a good CPU cooler, and a 144hz monitor.

Get a Hyper 212 EVO for the CPU cooler as well as a Noctua thermal paste for the CPU. The GPU is no problem, it can handle itself. Both GPU have dual fans.

Your temperatures seem to be completely safe. 71 degrees is absolutely fine for your components, and you shouldn't worry about it. You should only be concerned if temperatures start exceeding 75-80 degrees.
As /u/Dyzleksi suggested, you could move the PC out of the furniture if you have room. This most likely will make the PC slightly cooler, and therefore a little quieter. If you want to make a huge difference to noise and heat, there are many options for cheap but quality fans:
You should start with a CPU cooler like this. This is one of the most popular ones on the market, I have one myself and it is silent.
Any aftermarket case fans will typically do the job much more effectively and quietly. Noctua is a good choice, as is Corsair. If you aren't willing to spend that much, cheaper options will also be a large improvement.
Bear in mind that case fans greatly affect overall performance. How many case fans do you currently have? (These are the fans attached to the case itself, not to components.) Most cheaper cases come with only 1 fan on the front (intake). You should install at least 1 more on the rear or top of the case as exhaust, for a total of 1 intake and 1 exhaust fan.
Grounding should not affect the temperatures or cooling at all. It is a precaution you can take while handling the components to avoid damaging them with static electricity. Many people (myself included) do not bother with grounding and get on just fine. In future, though, you should tap a metal object such as the side panel of the PC before touching any hardware.

Modular means you can remove the power cables from the PSU that you are not using. Semi-modular is the same, except the 24-pin power connector cannot be removed. Non-modular works the same way and is a good £14 cheaper, but it adds to wire clutter.
You can overclock it somewhat using the stock cooler, but you're right, it would be a lot better with a CPU cooler. I didn't include one in the build because you don't need to overclock it right away, and I was unsure of you/your friend's experience with overclocking the CPU. This CPU cooler would allow you to overclock quite well, if his budget can stretch a little.
Well if you have the room, and it sounds like you do, get a big tower cooler like the hyper 212 evo. It'll give you about 90+% of the performance of the expensive coolers at about 30-50% the cost.

Keyboard there are some options but for £20 you might not get a great one I would recommend saving and getting a decent mechanical keyboard, it really is worth it. This corsair is a good shout at £65 but it is tenkeyless if that bothers you.

That CPU cooler. You might want to get something better. It kinda sucks. This performs far better. Shame UK doesn't seem to have 212 Plus or 212 Evo. They outperform much more expensive coolers.Buy the 212 Evo.
I wouldn't buy that graphics card from scan.co.uk. At amazon, the Asus gtx 560 TI 1gb is £60 less at only £164.
Also, the 2500k is only £2 more at amazon and as other people have stated is fully unlocked. And with the money you saved on the graphics card, you could buy a cheap aftermarket cpu cooler to overclock it. I'd recommend the CM Hyper 212 Evo £28.
You might also want to purchase an SSD if you have the cash to drastically speed up load times. A small 64 gb crucial M4 is only £60 and you can combine it with intel SRT for good results cheaply.

I'm looking to save up towards upgrading one piece of my build to make myself a bit more 2019/2020 capable. It's tackling everything I want it to, but I'm noticing that I'm having to make sacrifices (Very High > Medium etc). I've bought RDR2, waiting until they fix it before I even try to install it! Another thing you should probably post is your motherboard model, as that can determine what you can do with the CPU upgrade.
I use a CoolerMaster Hyper 212 EVO for my FX-6300, which works really well. You might want to consider upgrading to the FX-8350 if your motherboard can handle it. You'll also want to get some good thermal paste for your CPU/Heatsink, here's what I use.
I don't know enough about laptops to suggest one, I've been looking for a good midrange laptop I can use at school as well but doesn't exceed about £400 (~725 Canadian Dollars).
I'd go for this over your current select. I would then replace the fan it comes with with this.
This ram is the same price but faster than your current select.
As for the GPU, if you like MSI, stick with it. I've had no issues with mine and it runs like a dream.
Are you going to be using an ethernet connection? If not you might want a wireless card :)

Doesn't seem like it, found it for £23 + £4.50 postage. Scan has it listed for £27. That is more expensive than buying the 2600x. You might argue that you could get better temps or quieter performance with one or the other, but that's neither here nor there.

Your case is quite compact. The Scythe Mugen Max is 2mm taller, so it might just touch.

Can anyone recommend a good cooling fan for my CPU on my pc? Issue is I'm not sure what sort of details I need to give for this.
I've been using my stockfan for sometime in my PC but it's now got super loud and my computer is randomly restarting, leading me to believe that its time to upgrade to some better cooling. After reading through some benchmarks for CPU scaling on skyrim, i'd say to go for an aftermarket CPU cooler and an overclock to squeeze the most out of your system.
A Hyper 212+ would work well for £26.75, putting you at £601.26 or the Hyper 212+ EVO for £28.05 leaving you at £602.59
On the other hand, BF3 is almost purely GPU load, and an overclock won't help much on that.

If you do get the ebay one, make sure you also get a decent cooler like the 212 EVO
You could go for the Hyper 212 for slightly less and you could save on the SSD or ditch it which if I'm honest is definitely the best option. SSDs are a luxury not a necessity. At least IMHO.
You could stand to wait for Haskell you're not going to lose anything except gaming time.

You could buy some better fans and replace the stock ones that come in your case. As for a CPU cooler, if your not overclocking the stock cooler should be just fine, but if you want to be safe I'd get a Cooler Master Hyper 212 EVO. Cheap and effective.

It doesn't say Socket 1150. My old CPU was a Socket 1155 on the board, and the old fan could fit there fine. Not on my new Socket 1150 board though.

While ,if I remember correctly, the i5 6600k does come with a heat sink and so you should be fine.
However, (I will assume that you want to overclock as you have the unlocked version) the stock cooler will be pretty awful for overclocking and it is heavily recommended that you purchase an aftermarket cooler for that purpose.
