Not true if you mean from the cold, that is a myth perpetrated in a lot of training based on outdated assumptions. It generally takes about 45 mins to an hour and up to 2 hours depending on clothing and water flow. Unconsciousness may come sooner. In fact, if you are wearing clothes when you fall in ice water, it takes at least 30 mins to become hypothermic at all. You will, however, be unable to swim within 2-10 mins due to "cold shock" which cause blood to shunt away from the limbs and makes them unusable. As such drowning is the main cause of death in cold water immersions where the person dies before 15 mins.
