If they do it for too much longer, they can cause permanent nerve and vein damage. But this doesn't look too bad yet. That hand would be feeling incredibly weird right now- like simultaneously too much pressure inside but also not enough. The fingers would also be getting pretty cold from the lack of blood flow.
The bands aren't tight enough to pop the hand off by itself. As a example, these are the kinds of bands that are used to remove animal testicles.

They are cheap on Amazon. I used to get mine from a farmer friend but they moved so now I have to get the elsewhere.
