I don't recall if it is or isn't... which is a shame I use Samsung M.2 drives all the time.
I will say this: They are VERY good drives, and the screw isn't expensive... in fact it's so inexpensive the cheapest kit I could find was 4 dollars and comes with 6 of them... and has the screwdriver you'll need for it included.

The "Insulation" gaskets are entirely optional. I used these things on all my old builds whenever a screw contacts the board. They prevent the screw from scratching the mounting hole... and again, entirely optional.
