A very formal ball calls for a white shirt with spread collar like this. Cufflinks are for shirts with french cuffs that look like this where you fold it up once and there's two buttonholes (no button) that line up for the cufflink to pass through and hold it all together and your shirt doesn't look like it has french cuffs. A silver tie bar will do just fine, and if you want cufflinks just do silver with black accents or something like these from amazon. The rules for the tie bar are between your 3rd and 4th button, whatever you think looks best and it should never be wider than your tie, I prefer about 3/4 the width. Also, I'm not a fan of the tie for a black suit, it's one of those "too close match but not a match situations." I would go for any other tie that isn't too close to black (ie purple, dark dark blue with the exception of navy etc) because a black suit and white shirt goes with just about anything, but that is my person preference you can just do you.
