I don't really know of a legal way to watch it other than buy the DVDs/Blurays. Season 1 was released by Bandai in a single DVD box set or 4 separate Bluray volumes; Season 2 was released by Sentai Filmworks in two volumes. The movie was released by Sentai as well. All of these come with English dubs with the option of original Japanese audio + English subs.
(Note: as much as I would encourage people to never ever watch anime with dubs as a general rule, K-On! is one of the very few series that I have actually heard the dub of, so I am able to dis-recommend it with much more specificity. The dub is truly terrible to listen to.)
If you're not committed to the prospect of watching K-On! with the requisite ~$200 worth of motivation, then [Frostii / Ureshii_F-B] and [CoalGuys] seem to be the fan subs to look for.
