This is hilarious because I know exactly what you're talking about! When my corgi was around a year old it was especially bad and I swear if there were a competition for how fast he can snipe dropped food off the floor before you can even get a word out, he would take home the gold! He's almost 2 now and he responds a lot better to 'Leave it' (even on walks!), so my first suggestion for you would be to continue to train the leave it command as much as possible, as someone else already mentioned.
