Why would you take popcorn down only to spray up a very slightly different texture? I think we'd need to know the size of the flaws, but you should be able to skim coat it with drywall and use a large squeegee to smooth things out. If drywall mud wouldn't work, then there are other compounds meant for concrete that could provide the same result.
But, I'm in an area where smooth ceilings are preferred, that is what I'd favor.
