We have window-mounted air conditioners that are very cheap, yet they're highly effective at cooling a room or an apartment.
Example.
You dudes probably don't have the right windows for that sort of AC, but you just have to hire someone to make an appropriately-sized opening in your wall so that the part of the unit that vents heat can vent it outside.
If I wanted to cool 1-3 rooms without installing central AC, that's what I'd do. Since Euros typically have well-insulated houses, you could just run it at night in order to use less electricity.
They can also provide heat, so you'd get some use out of it in the winter.
