Which city requires you to grow grass?

Most cities in California are encouraging xeriscaping to cut down on water usage.

Shrubs are expensive but mini clover is cheap and drought tolerant. It's green and it doesn't require mowing.

Every ground cover requires weeding, even concrete. Just make a habit of going out there and getting the seedlings when they're small. It's much easier that way. A couple of times a week should be sufficient for weeding when a ground cover is getting established.
