It was originally an ongoing story on the survivalblog, where he uses the name HalfFast, and eventually got it published. I believe he has some other stories there that are still free but I haven't checked in a while.
Oh yeah, it's a whole genre. The three that I have enjoyed the most are:
"Going Home " by A. American - Morgan is ~250 miles from home & family in Florida when everything fails / EMP, and he has to walk home. Book 1 of a series, Book 10 was just released a few days ago. Don't get too worried about the grammer / structure of Book 1, it was his debut book, and he has gotten better as an author, and editors are doing a better job.

Lights Out is a good book. It's mostly anarchy, but it is overlayed with an inept government. Still it's how a community pulls together after a government/societal collapse.
It's more of a survivalist point of view if the electricity suddenly stops. Power plants for some reason don't work (EMP is kind of implied). Community turns out to be important when macro society breaks down to its base barbaric impulses. The book is legendary among AR15.com forums.
