I've been using Cox as an ISP for a little over five years, in two different locations in Tulsa. Here's my experience:
I have Premier service from Cox. I pay $65.99 a month for a 25 MB connection. Speedtest.net tests usually hit about 24/25 MB on the high end, and 12/13 MB on the low end.
At our house right now, we have 1 pc, 1 tv streaming netflix/hulu, 3 smartphones, an xbox360, and a couple of tablets. We're able to move data across all the devices at once without much of a hiccup. The TV and computer are connected with ethernet over a gig speed switch, and we're using this as a wireless router.
I've only had one outage. It was during harsh winter weather in 2010. I woke up and wasn't able to get connected, even after powercycling the modem. After two hours, the connection was restored. (I never actually called Cox during this outage because I assumed they had some equipment issues due to the weather)
Doing a quick look your Asus has good reviews, which honestly surprised me as I can't find anything that mentions it having 5GHz or AC wireless. As for your modem it has mixed reviews stating its about 8 years old now and from what you are describing there is a good chance that it needs a Firmware update that might fix the issue but since you don't own it, it's something Comcast would have to do.
Personally, I also have Comcast (Great Lakes region) with download speeds "up to" 75MB and my speed test just pulled 63MB down and 7MB up. I ended up buying my modem so I can lower my bill and I run a Linksys router without issue.
So, long story short, I would try testing your system with a cable right into the modem. Though inconvenient it will let you know if it's your router or modem is the issue. I find it unlikely that it is having a hard time routing the traffic from all your devices and more likely that it's an issue with the modem itself. And as it's a rental you'd have to call Comcast to have them test and either replace it or buy one yourself and then call and have them set it up to their network.
Are you more worried about the modem or wireless router? Most modern modems/routers are just fine. It's the wireless radio that's terrible.
I just looked at a huge number of wireless router options, and the Archer C8 is my current pick for the money. While it's a tad slower than some of the fastest routers, it's affordable and has almost no bad reviews on either newegg or amazon. (<10% 1-2 star reviews). Every other router was more in the 20-50% 1-2 star review range. (Yes, 50%!).
