You know those loofah sponge things? ( https://www.amazon.com/MainBasics-Shower-Loofah-Scrubber-Exfoliator/dp/B07CWHGR8J ) if you pull one apart, you have this stretcy netting that is waterproof. When you tear it open, it is like a 10 foot long tube of mesh. You could take some of that and put it around the intakes. Or, if you need something finer, pantyhose would work. You'd likely have to replace that often, though, because it would get mucked up pretty quickly.

Not a lady here but I shave some parts of my body as well (not legs though - but my lady does - the same way).

We use normal curd/toilet bar soap for showering as well as shaving. For lathering we use a (wet) bathing pouf, it lathers like hell. Squeeze out the lather and apply on your legs.
