Depends on what you do scope wise for customers. I would boil it down to tasks (in various categories, ie admin, operational, on request, dev) and their avg LOE. put together an example ops plan that highlights the frequency of that task execution. now layer in the loes and you should easily see the perfect working hours/individual count required to sustain the scenarios demands/tasks. all of that can be further detailed with SLA, Contract and governance/policy as the ballooning each other. Reqs/SLAs --> Tasks x LOE = Ops Cost/People ...kinda sorta

on a side note: big fan of Geoff Evelyn fo governance concepts and how he effectively wrote the handbook on how to stucture/support SP services/offices
