It all depends on how long you intend to keep the console replacement and whether you would be playing online games.
If you were to get an xbox one and pay for xbox live for five years, thats a huge additional cost on top of the original system, which is something you have to take into account.
In addition, you have to remember how much you will be saving on games.
Since getting my pc, I have payed full price for one game (bf4). I have purchased metro last light, battlefield 3, borderlands 2, bioshock infinite, and dayz standalone for less than the price of a single aaa xbox title, not to mention getting the most recent valve bundle deal which has all the portal games, all the half life games and dlc, all the counterstrike games, and the rest of the assorted valve single titles for $25.
I would also have had to get a new computer for college anyway, so I save having to spend $200 on a chromebook or $1000+ on a mac.
For me, I spent around $750 on a gaming computer, monitor, mouse, and keyboard, which saved me an unreal amount of money over a console. Even though its a larger cost upfront, by the time its been three years I will have saved money even if all you take into account is the xbox one at launch and xbox live.
Edit: I am going to design a scenario in competition between an xbox one and a gaming pc. This scenario will occur over 5 years and will include the cost of five AAA titles.

Xbox live is cheaper than 5 dollars a month and also comes with four free games per month.
Just search Amazon for XBOX Live. My first result was $48.69.
EDIT: Unless you mean they normally sell for around $48.69. Sorry, I don't normally buy XBOX Live cards off of Amazon...
They're only $40 on Amazon right now. Newegg.com routinely has them on sale as well (and it appears they are currently $40, same as Amazon)

If you are financially challenged and your friends are going to end up getting what ever system you do, I would suggest going with X1. Microsoft will give you a 100 dollars trade in towards the X1 if you don't want to keep ps3.
Either system should be able to handle your streaming needs. You can also save money on the updated GTA V if you trade in your old copy to Target. They are giving you 30 dollars towards the "Next Gen" GTA V. Those savings would give you 130 dollars to spend on any extra controllers, accessories, or live account.
If you do get the live account buy it online! no one should spend 60 dollars on that! Crazy Game Time has it for 40 bucks or [amazon has it for 50]

Since you mentioned streaming and I forgot to touch base on this. The PS4 does not support DLNA. So you would not be able to stream the media that you have on your PC. Although they will probably add it sometime in the future.
The X1 does support DLNA so you can use whatever you currently use to stream from your computer. Although I would suggest going with PLEX if you aren't already using it as they have an app out for the X1 and the 360. Although currently it is only available to people who pay for Plex Pass. They are going to offer the app for 5 dollars at some point though.

I think you got the big answer to the question (maybe max 15k) but come up with a full budget and include all of your allowances (subsistence/clothing/others) that should help.

12 month codes are consistently anywhere from 40-50 dollars from online stores at any time. It's only 59.99 if you buy it directly through xbox live or if you buy a card from a retail store. Just an FYI.

You can usually find xbox live memberships for 30-40$. 32 pounds is 47 us dollars.
