Depends... If you get a low-pile rug, the under $300 ones will work okay on them.
If you get a deep pile rug, I'd recommend a slightly more expensive model with a rotating agitator brush to go deep into the rug and clean it.
The under $300 models do not include a rotating brush. Which is perfectly fine for the buffalo skin as you don't want anything irritating it. However, for deep pile rugs, you do want that feature.

Now, the top of the line, extremely deep cleaning, like... You can feel the power actually working, would be an electric driven powerhead. But those are gonna be a bit more out of your price range.
You mention $400.. does that mean you wouldn't recommend this $300 Miele?
With all hard floors, a Miele C1 would suit you fine. Will beat any battery powered Dyson.
