I'd recommend the RB951 - here it is for $50 on Amazon.

Like /u/packetheavy said, you probably won't use all of the features on day 1, but this will give you something you can grow into.

It depends. The devices I linked later on give you more options in terms of jumping through hoops or other shenanigans potentially required by your apartment building. They can all do WDS+bridging, routing, and/or pseudobridging as needed.

I have no idea what the Netgear box can do. I also can't find any specs on that device's 802.11 capabilities, but I suspect its transmit power and receive sensitivity are worse than the devices I suggested. If you intended to compromise in that area, the Ubiquiti AirRouter or Mikrotik RB951-2n would be a better bet.
