I guess you can try out fine notebooks like moleskine reporter or the rhodia or something, but these can get expensive.

Merlin Mann of Inbox Zero fame once wrote about a Hipster PDA, which uses index cards.
Index cards can be purchased anywhere, cheaply. This makes your paper system easy to scale.
You can purchase arc hole punches and such to hold your used cards together I guess.
