Both have SD Card slots and work on AT&T. Also, they are unlocked so there won't be a problem switching carriers if you ever decided to do-so.

200-399 is Mid-Ranged and anything above that is definitely high.

The M7 had a bunch of problems, true. Honestly unless your dad is planning on playing a lot of games and needs a 1080p screen, please consider the new Moto G 2014 edition. You won't have LTE data, but you get front-facing speakers and microSD memory card for under $200 with a proper warranty. There is also an LTE-enabled model from last year for $200, but doe not have front facing speakers. The model from last year is actually smaller (4.5" screen), which he might prefer.

Do not buy that phone, get yourself a Motorola G, amazon had the latest version up for sale for $150.
If ynab isn't on the amazon appstore, you'll have to side load it. I think it would be better for you to get another phone...

that was probably the most popular phone + plan of /r/android in 2012 (fond memories).
definitely doable, but why not go for a Moto G instead? better gpu, better battery life, much better screen, same mp camera.

MOTO G2, I have this phone right now. It's 5 inches and has dual sim card.
Moto G costs marginally more than a 3DS and outclasses the 3DS in every single specification.
Even if you look at something comparable at 3DS launch, like the 4^the Gen iPod Touch, which launched the year before at $229, that had twice as much RAM (which was considered by some to be too little), a faster and more capable CPU/GPU SoC, had better cameras, and a screen with pushed more than twice as many pixels.
Nintendo cut corners with the CPU, RAM, and GPU, unquestionably. What we don't know is how much money in the budget was sunk into the stereoscopic screen.
Are you looking for something on-contract or off-contract?
If you're looking for something off-contract, there is nothing better than a Moto G for under $250.
