I've heard good things about this one and this one, but I personally just use a sharp chefs knife and have no difficulties cutting the small pharma Asin pill into quarters if needed.

The only painful part is placing the already small 1mg pills on the base of this pill cutter before cutting them otherwise I would highly recommend this

I got mine on holiday in Hong Kong for $20. Can't find an exact replica on sale here but this one looks pretty solid

I was buying SARMs off a seller who offered really nice pressed pills that were teeny-tiny and I basically needed this.

ANECDOTAL REVIEW: I have an extremely sharp kitchen knife (from the Wüsthof Classic Ikon line) that I thought would be ideal for cutting pills, but the pill cutter is slightly superior (although not perfect, still get mild crumbles, I think this is likely unavoidable).
