Iodine compounds are effective disinfecting agents but are not used IN the wound. They are used ON intact skin prior to surgery or to prep an area prior to a procedure. Your best bet is sterile saline solution under pressure - essentially squirting the wound. We use large syringes to forcefully irrigate the wound which cleanses it, dislodging debris and germs. Use gravity to drain the saline off and do it over a sink or bath tub - don't worry about a bit of fresh bleeding. Repeat several times and if you are not allergic to antibacterial ointment, place that on the wound and cover it.

Edit: Here saline comes in a can saving the need for a syringe.

This is the type of product my APP piercer recommends, and sells, in his shop. With his, you just stand in the shower and spray/irrigate the area. No hassle. So this is what I would recommend.

If getting a Hafada piercing is a goal, ensure they use a substantial size jewelry, as the scrotal skin moves a lot more than other parts of the body. 3/4” ring is recommended for starter jewelry prior to healing. Me being me, I would go with a larger gauge, largest the piercer was comfortable with. I have multiple piercings, and find large gauge means faster healing and more comfortable healing.

As has been stated, no tea tree oil! Ditch the H2Ocean (too many ingredients) and get some wound wash from a local drug store (I use this one), it's sterile saline spray in a can. Spray both sides of the piercing once or twice a day. I personally let it air dry on my lobes, but you could gently dab it dry with a clean cloth or woven gauze.

If you don't know the jewelery type, I'd guess it's surgical steel. You could be allergic/sensitive to nickel, which is sometimes in surgical steel in small amounts. See a reputable piercer and get a new ring, titanium or niobium. They should be able to help you switch it out as well.
