My job also requires me to look into manholes at times. During the middle of the day, when your eyes are not dark-adapted at all, this requires a fairly intense light. That is, one with a lot of throw, rather than just a lot of total lumens.

I use a Convoy C8 XP-L HI for this, but that's too large to stick through your catch basin grates. The beam itself can certainly penetrate, and if the light is pressed up against the grate there should be no distracting glare. I'd suggest the U6-3A tint for daytime use.

If you want to keep the diameter below 1.5", the Klarus ST15 looks like a solid option. The Nitecore P10GT is slimmer yet with comparable performance.
