You're spot on generally, but wrong about Nogun-ri. Reports about the incident were declassified in the 70s. What actually happened was that some North Korean partisans or infiltrators intermingled with refugees opened fire on troops from 8th Cavalry, who returned fire. The refugees then hid under a rail bridge for a couple days because they were afraid to move.

The (in)famous article from 2000 was alternately an attempt by South Korean leftists to win a propaganda coup at home and an attempt by the American journalists to get Pulitzers. The three key American witnesses the article cited lied about being there.

EDIT: Not to mention the massive amounts of humanitarian aid given to South Korea, adoption of Korean orphans down to the small unit level, attempts to reign in South Korean excesses, etc.
