There are plenty of resources: One that I consistently return to is Not In My Neighborhood. There are others that are more general and deal with the post war north as a whole. As a geographer, I am partial to this one, because of the maps and detailed analysis. Its called Mapping the Decline and it primarily focuses on St. Louis.

I've been trying to read a lot about how this has affected Baltimore in particular. One of the best books I've read on this so far is Not in My Neighborhood. It really gets into the nitty gritty about how blacks and Jews were intentionally segregated through laws and policy, and how a few unscrupulous people made a killing off of unfounded racist fear.

The article is excellent and I've been meaning to purchase that book.

To critique your comment (only somewhat). I think describing federal or state policy as 'turning a blind eye' significantly understates their role in supporting these policies. They were very much aware of what they intended to accomplish.

My city, has unfortunately been a great innovator in racial discrimination and exclusionary policies.

White americans got loans to buy houses, black americans got public housing.

Not in my Neighborhood tells our embarrassing history very well.
