Last time I camped, the RV down the lane had something cool. It was a shelf made by mounting a 12" 1x6 on the wall, with a 1x3(?) mounted to the bottom. Then he ran 1 1/2" elastic across the 1x6 about 3" up. The elastic was pulled "not quite tight".
Pull the elastic out, set the flashlight in on the 1x3, let the elastic hold the light. I'd imagine it would hold a headlamp as well. The one on the RV had cup hooks for hanging the dog's leash.
If I were putting it on a boat, I'd probably use 2 rows of elastic. For that matter, you could mount this as the backboard.
