If you have bleed problems, I would look for better paper before ink. I think the most non-bleed paper for the least amount of money that I've been able to find is this sketchbook. I'm on my second one. I filled every front and back page on the first. I have a decent variety of inks (my higgins red bleeds really bad) and almost all of them write sharp on this paper. If you go over a line or have a super heavy flow with whatever you're using, you're going to soak the page or get a bleed (unless you use tissue to blot it first) but I imagine that will always happen unless you have expensive water color paper.

As for inks, I love my Noodlers Golden Brown. I bought some Walnut Crystals just to see what they were like too and it's a really nice, rich brown you control the pigment of which is sweet. And what amount of crystals will make SOOOO much ink. Unless I get sick of that color (which I will) I probably don't need to buy ink for like a year. I've got pretty much every color Pilot Cartridge and extras for my pilots. I have an extra 6mm pen I just fill with noodlers or walnut or india ink to cut down on cartridge use when I'm practicing and I go to the clean pilot for colors. Also, a friend gave me a bunch of Higgins dropper bottles. They make a lot of colors, she found them in a stationary store. They're what I use when I do the ink bleeds.
