It's worth owning.

You could always rent it online (or at a local store if you still have one), buy it locally, or pirate it as well.
I was pretty sure it was on Netflix but I couldn't find it just now, maybe they removed it.

Looks like Paprika's currently on sale on Amazon if you want to bite the bullet. It's at $9.84, which is the lowest price it's been on there.

I meant accessible as in easy to find. Paprika is available on Amazon Video to stream and to buy on DVD for 10$ (Amazon). Meanwhile, Millennium Actress is at least 25$ and sold only by independent sellers (Amazon). It's a little harder to get your hands on. I don't think it was licensed in the US, but I'm not sure. If it was, it's definitely not being produced any more. Really a shame.
