It’s a Velcro pouch. It’s meant to quiet them. The tags still go on the normal way and this covers them up. I also don’t like my info being displayed for all to see so it adds some privacy too. Peace Tag
my recommendation is to get a dog tag silencer. that way, it not only covers up the vital info, but it silences the jingling
