Those are pretty cool, and you can do some decent illustrations with them, but I wouldn't say you could 'paint' with them. What you want is a water brush and a small portable watercolor set, or small folding palette.
It's more functional, and you will be happier if you want to paint.
It's water drops. They are using an aqua brush that's loaded up with paint. I've seen it done here 35 seconds in.

Maybe a few different pads of watercolor paper by different brands so that she can get a feel for what she likes. (One with a smooth texture and one rough perhaps?) Don't get the paper too large (bigger than 11 x 14) if you choose to get a travel set of paints.
A small set of pens that are permanent/waterproof, like those by Prismacolor

I could probably keep going but that's more than enough to get started and she could explore a lot with this before investing more. Obviously the most important things are the paints, brushes and papers. Maybe a good book on technique or a style she likes done in watercolor might be a good idea. That way she can learn some cool techniques and see the potential of the medium.

I use one of these water brush pens, and just fill it with whichever ink i want (preferably something water-soluble so it won't clog the bristles like sumi ink). It's cheap, you don't have to worry about refill cartridges (which are also expensive), and they provide great line quality. It sounds like a good fit for what you're looking for since it's the convenience of a pen with the aesthetic of a brush and ink.
A few comments mention Pentel pocket brush pen; I've used it before and something worth noting is that the ink flow is a bit light, so you have to draw slowly with it to get a good line quality. This may or may not be a problem depending on your process.
