It all boils down to the old leaky roof joke. Why make long term fixes to the roof, when doing it the half assed way is job security ? ;)

The other thing is, in government, nobody gets fired for being under performing and useless. The only real incentive is to hold on until you make your 20 years, and not do anything too outrageously stupid. Sure the unions will help you keep your job, but if you did something stupid like drop the N bomb around the wrong desk jockey, you might be at the mercy of some other seat warmers who want to "fix" you. :D
