Perhaps a bit. The only reason I mentioned SyncStop is that it's the most well-known of these types of devices. Other brands are available, including PortaPow and Plugable. Additionally, you could always simply make your own.
A basic step, if you're concerned, is to get a power-only USB or Lighting cable; or a "USB condom".

I think it's pretty unlikely that mass-produced battery packs include tracking/location/wireless tech - it would add to the cost of the device, reduce the power available, and provide very little information, most of the time (because cell phones are already tiny always-on location/wireless devices we carry with us all over the place).

If you're concerned about that, buy your device in person with cash - or have someone even less interesting than you buy it for you.
You could also look for one that's easy to disassemble, then open it up and see if there's any circuits that don't seem relevant to charging/discharging the battery.
Or you are getting your data jacked... Remember, always use a USB condom.
Are you just after additional power from the USB sockets? If so, trying a power only cable may work - from my reading this ought to negotiate with your device (i.e. iPhone) by spoofing a dedicated charging unit, so that the maximum 1A is drawn. From other forum posts it seems that the port can provide up to 1A in a power only mode. That's where something like the USB Condom comes in. I carry this one, mainly because bare PCBs scare the TSA up-feelers, but also because it fakes 1amp charging on my laptop.
You could buy an adapter that converts a data USB cable to power only.

This dongle "fakes" that handshake and lets you use pretty much any charger you want. I got one of these when I found myself in the same position and couldn't find ANYTHING about it online specifically regarding the iPod Classic. I can vouch for this adapter to work. Hope this helps!
There are USB tether cables out there that leave the data pins open, preventing the device from trying to network with the host. That may stop your TV from complaining about the unsupported USB device.

You would probably want a dongle like this and not a cable. Be warned that they won't work very well on some devices. I forget the actual technical reason but something about the USB specification will make it charge really really slowly on some phones.
probably OK, but if you're worried you can pick up something like this, which are often referred to as "usb condoms". they actually manually strip the data connection part and force it to be truly charge-only. (usb's have 4 pins, two for data two for charging, and this just doesn't connect the two data pins)
There has been some discussion on this. It seems that USB power + data limits power to 0.5 A but power only connections receive 1 A.
I think people have bought charge-only cables/adapters to make this work.
