No tools needed to adjust: Bipod can be locked and unlocked with only your thumb and finger, while you are in position, within seconds.Dirt and weather resistant: The integral dust shields in the Pod-Loc spacer protects the clutch area of the factory Harris mechanism. The clamp lever body is synthetic and the internal parts as well as the spacer are stainless steel.Low profile: The locking lever can be pulled back slightly to disengage the internal ratchet without effecting the lock tension. Thus, the Pod-Loc clamp lever can be "parked" against the stock to minimize snags when you are on the move. All stainless steel surfaces have been blacked out for a low visual signature.Standard issue on all U.S.Marine Corp M-40A3 Sniper and S.A.M. Rifles as well as the new FBI and BATF sniper rifles..No permanent alteration: Your bipod can be restored to issue configuration within 2 minutes.

I really hate when people use the most vague comments for information.

For the scope and rings I would highly consider this Black Friday deal from SWFA:
https://www.swfa.com/swfa-ss-10x42-tactical-30mm-riflescope-3.html
Comes with a highly recommended scope, rings, bubble level, sun shade, and a Mag loader (probably won’t need the Mag loader) for $260.

For the bipod I would get a Harris HBRM-S with a KMW Pod Loc. $85+$29=$114

For the muzzle break I would go APA LB Gen II for $160.

Then I’d get a 20MOA base of your choosing. As low as ~$40.

Total=~$574

I think the foam is something they stick on to protect it during shipping or something. I don’t have it on mine. I’m sure you can just pull it off if you like.

As for the bipod, check this out: https://www.amazon.com/POD-LOC-by-KMW/dp/B00GPSJF84

That should solve your tilt issues. As to the bipod coming loose from the rifle, I haven’t had that happen personally, but it’s possible the geometry just isn’t great. Maybe a couple layers of tape on the stock to give the bipod more grip?
