For the scope and rings I would highly consider this Black Friday deal from SWFA:

Comes with a highly recommended scope, rings, bubble level, sun shade, and a Mag loader (probably won’t need the Mag loader) for $260.
For the bipod I would get a Harris HBRM-S with a KMW Pod Loc. $85+$29=$114
For the muzzle break I would go APA LB Gen II for $160.
Then I’d get a 20MOA base of your choosing. As low as ~$40.
Total=~$574
I think the foam is something they stick on to protect it during shipping or something. I don’t have it on mine. I’m sure you can just pull it off if you like.

That should solve your tilt issues. As to the bipod coming loose from the rifle, I haven’t had that happen personally, but it’s possible the geometry just isn’t great. Maybe a couple layers of tape on the stock to give the bipod more grip?
