Hi, let's see:

  1. You will want to have a reasonable strong processor, like a current i5. The most expensive part should be your graphics card, as this one is more important for games. The gpu is on the other hand also the most easy part to switch later.
  • Yes, you can use those in combination with a SSD, but if they are not fast you won't have much fun loading games from them.
  • That can't be easily answered, but I'll show an example build below
  • Those are good parts. The i7 is most often overkill if the main purpose is games. What do you want to use your PC for? The MSI R9 390 is fine, but also in germany more expensive than other good variants.
  • It is too expensive to get overclockable parts just for "later maybe".
  • You still need a good gpu for that, though an i7 does counteract framedrops to an extent.
