You need to cover the phone in those dry silica packets, leave it off and unplugged and hope 24 hours drying in something to absorb the moisture is enough to save the phone.

The battery not holding a charge could be moisture shorting the battery out or corrosion breaking the connection between the phone and battery. It doesn't take long for corrosion to start forming and if there is corrosion, then you're SOL. Same problem could be with the screen or any other component in the phone.

In the future, make sure you either leave your phone behind or put it in a dry bag. Last summer, I went down a river with some very tiny rapids with family. My mother in-law hit a rock the wrong way and started to spin, then hit another sideways and tipped over. Without thinking twice, I beached and jumped in to help bring her to safety. My PH-1 was around my neck and still in the dry bag, probably was under water for nearly 30 min, maybe less. Not a drop on the phone, all was good.

Just, if you get a dry bag, always test it before using it. They do tend to develop leaks. So stick a paper towel or something inside, then submerge it in a sink, bath, bucket of water, something to test it. Weigh it down if you have to. Leave it there for 30 min and then see if the paper towel inside stayed dry. If it did, you know you have at least 30 min (or however long you test it for) to keep your phone safe under water.

That one incident inspired me to get another dry bag for my nice point and shoot and I'm getting another eventually for my DSLR.
