I've read that Charlemagne was himself rather reluctant to take the title of Emperor and that the idea of crowning him originated with the Pope. The coronation may have had as much to do with legitimizing the papacy as it did with legitimizing the Frankish king. Source (I think--I'm at work and don't have it handy to reread).
