Admin storage is a place to store misc stuff. Tools, pens, notepads, whatever.

For hydro, you could try a water bottle pouch, or a small backpack.

I run hydration pouch directly attached to my vest/PC. You can run a backpack style hydration pouch (popular for using with HPA tanks). You could get a canteen if you're running ALICE equipment, and there are also MOLLE pouches designed to hold waterbottles.
