Had this very same problem. I’m 22F, and no matter what I tried with my hands, nothing would happen. I bought the Satisfyer Pro 2 off Amazon, it’s strictly a clitoral stimulator. For a purely clitoral vibrator Womanizer or Satisfyr for sure. They work quickly and are designed to avoid oversensitivity on the clit. This is pretty much what you are going for here while she is strapped down.

Satisfyer Pro 2 is my absolute favorite. It's around $40-50 depending on where you get it (I got mine on Amazon for $42) so maybe a bit over your budget but in my opinion it's phenomenal :)

If you haven’t squirt before I don’t think you’ll be able to within a few hours without any toys. If you want to squirt I’d recommend investing in Satisfyer or Hitachi and a thick but soft dildo as well as a week of time dedicated to edging.

I think it depends on which type you are using. I bought my significant other one of those Hitachi Magic Wand types, and while she could orgasm with it, her clit became way too overstimulated afterwards. Try this one specifically (with some lube). I think it may take you awhile to learn to orgasm in a new position, so don’t let yourself get off like you normally do. The extra unsatisfied arousal may help you to get more out of a new position. I wish you luck!
