It is annoying when they don't listen we had it with family who would always come and make baby noises over the dog. Despite me saying time and again DO NOT DO THAT IT GETS HER MORE EXCITED! Then they are annoyed when she would jump. >:/

My dog made it over a standard child gate, but she has never made it over the pet gate which is taller - or at least never tried as its more of a mental barrier to her at this point. Think it was fairly similar to this one

You could have it on the other side of the living room and if the door goes the dog gets put straight behind the gate, alternatively you could use the crate for putting her away at this point. I would also tentatively suggest you have a leash on a hook that she could be clipped too somewhere so she can't 'get' at guests but it might make her leash problems worse so last resort. Though I do think whatever you use keeping her away from the door when people enter or leave is in both of your best interests, for their safety and so she doesnt get overwhelmed and lash out. (It also keeps guests away from the dog so they can't pet and touch until you have repeated that they must ignore her. Its easier to do if shes not running round their legs)

I think its too early to write this dog off like some others have suggested below, she is young and while not ideal fear aggression is manageable. Some dogs recover quickly and are normal, some need a lot of time and always need a bit of management. It is my experience (somewhat anecdotal) that GSD's do tend to go through fear periods where they can have problems.
