We got an induction cooktop, it is really handy to have around, especially if you want to do cooks outside (like render fat, make hot sauce, bring to a car camping KOA spot etc)
just make sure your wiring can handle 1800W... as it is pretty high draw and can cause your circuit breaker to pop

I have used this model for years now and it is wonderful. I highly recommend it.
You won't get the job done for $1000. Sorry. I'd suggest you check out Consumer Reports which often has oven and range reviews alone with street pricing. I believe the GE is the currently recommended oven at about $1900.
How about an all-day spa trip?
Maybe you can bank the $1K and next year you'll have enough for a new oven. But frankly I wouldn't get one to surprise her. This sort of equipment is very personal.
What I might suggest is that you get a nice induction hot plate - about $70. Your wife can use this and see if she likes using induction and you can see which pans work. You can use the magnet trick - any pan sufficiently magnetic for a magnet to stick will be induction capable. You can also purchase a flat metal adapter plate which is magnetic and goes between the pan an induction pan.
I have a couple of these - Duxtop 1800 which work very nicely.
I'm curious - does your HOA forbid the use of gas grills?
