If not in the US, just use an US address as the billing address and it will work.

EDIT: They all activate on Steam fine. I just finished adding them.

Double EDIT: There is also the Sega Fun Pack for $9.99 which I have now bought as well.

I've bought dozens of games from Amazon over the last year or so and almost all of them have been Steam keys.

So I can't speak to downloading from Amazon, but you may want to look over the deals anyway, you'll get a Steam key, register it and download it from Steam. Often Amazon beats the best Steam price.

For example, I'm eyeing the Sega Fun Pack. $10 for 5 games + DLC and they look like all Steam keys.

Not sure why this one was missed, it was labeled as a New Bundle in the long list though: Sega Fun Pack

For an extra $5 you can get The Cave plus 4 other games and some DLC with the Sega Fun Pack.

If you can't find anyone to share it with, you may have more luck picking up a key from the amazon bundle that went down, or waiting for it to come back up.

the recently ended deal for Sega Fun Pack would have netted Hell yeah complete and a few other games for $9.99
