Two strong recommendations:

Use hikingupward.com to select a hike. You can sort hikes by a bunch of different factors like length, solitude, views, etc.

I highly recommend this National Geographic trail map. It is made of a tough materials and my experience has shown it to be accurate over the course of 20 - 30 hikes in SNP.

The other posts here cover most of the general info but I do want to add two small but important points:

  • First, it sounds as though she has not yet secured a map (as indicated by your lack of knowledge of the shelter locations). I'd strongly encourage her to obtain a topographic trail map of the park and to carry it with her. A small compass is also not a bad idea. It's OK if she's using hiking apps on a phone, or a suggested hike out a guidebook, but what it comes down to is that there is absolutely no substitute for a paper topographic map and compass. The Potomac Appalachian Trail Club publishes a decent guidebook and map set that covers Shenandoah National Park. Alternatively, there is a map that covers Shenandoah National Park that is published by National Geographic.
  • Second, as others have indicated, there are backcountry shelters in Shenandoah that are available for use by backpackers. Most of these are clustered along the AT (which it sounds like your mother is planning to primarily follow). However, despite the presence of these shelters, she still needs to carry a tent. Space in a backcountry shelter is never guaranteed- they do fill up (especially in Shenandoah National Park, which is only an hour or so of driving from a major metropolitan area). She definitely does not want to be that person who asks another hiker to move out of a shelter so that she can move in because she didn't bring a tent and there's rain in the forecast- this is the surest way to guarantee that she won't make any friends on the trail.
