Wow, this is such a perfect fit for OPs requests:

\> The ink had to dry within five seconds and be guaranteed not to smear or blot. Printed on paper, the ink had to withstand being submerged underwater for 48 hours and two doses of chemical bleach.

\> the pen’s unusually slight size — 5 and 1/8 inches long

Skilcraft ballpoints were my favorite when I was in the Army. Made by the blind! Wrote great, despite being super cheaply made and kinda scratchy.

edit: they not only still make them, you can buy them on amazon. Sweet!

Pens are personal and the aesthetics are more valuable than the BIFL status. https://www.amazon.com/Skilcraft-Government-Retractable-Point-7520-00-935-7135/dp/B0055KSNYK is what the entire government uses and its the only MILSPEC pen on the planet. Its a god damn tank. But the form factor and writing quality may not be to your liking.

It's a Skillcraft US Govnernment Pen. I probably would never buy them (I get them free from work) but having used them for my entire career, I can say they are one of the most reliable pens in existence. They can write almost an entire mile (what a weird metric for a pen, right?), can be used in an emergency tracheotomy, and several of its features are standard lengths for things like measuring nautical map distances.

They're also damn good pens, and pretty cheap on Amazon.

This company was set up for the government. They make a lot of products the government uses (like all their ballpoint pens).

You can buy their pens, which will write in outer space (yes, in a vacuum), here: http://www.amazon.com/Skilcraft-Government-Retractable-12-7520-00-935-7135/dp/B0055KSNYK

I'd counter this by suggesting some Skilcraft US Government pens. You'll find these in pretty much any military base, government research facility, or federal office. They last forever, have a good feel to them, and are very durable/dependable. Despite the high quality, they are fairly cheap. I would recommend buying them and you're supporting a good cause by doing so.

Well, if it's any consolation, I've been looking into picking up a box of US. Government Standard Skilcraft pens. Apparently they're the best goddamn pens on the face of the earth, and anyone who thinks otherwise is a goddamn communist.

Thats a really good point about it being reusable, I am actually pretty picky about my pens. I did 10 years in the Navy, and we were forced to carry a very certain type of pen https://www.amazon.com/Skilcraft-Government-Retractable-Point-7520-00-935-7135/dp/B0055KSNYK

that SUCK at writing. Terrible feel, they drag, smear, splotch randomly... now that I am out, I only use TUL just because the write so wonderfully, I may get a Metropolitan and see how I like them. Next semester, my notes in class will be much more enjoyable to write.

Skillcraft pens are the best for the price. They last practically forever, comfortable to use, made by the blind. The ink goes on smoothly, but not too smooth like gel pens. The click is satisfying, and the pen feels right in your hand. The inner that holds the ink is made of metal and the plastic outsides are a heavier plastic than most cheap pens. They appear cheap enough so that you don't have to go out of your way to prevent them from being stolen, and they come in a pack of 12 so that if you lose a few it is no big deal. https://www.amazon.com/Skilcraft-Government-Retractable-Point-7520-00-935-7135/dp/B0055KSNYK

Skilcraft govt pens, they aren't y but they are solid and cheap never broken one before I love them and they are sentimental to me as my dad uses them daily at the post office and he always had one on him I've used them as long as I could write and they haven't failed me. You can get a dozen of them for around 13 bucks on Amazon https://www.amazon.com/Skilcraft-Government-Retractable-Point-7520-00-935-7135/dp/B0055KSNYK

Skillcraft US Government pens.

They are the pens the US Government buys for all their employees. They're fantastic, nice looking, and cheap.

You can actually buy these yourself. They have the US Government stamp on them.

I bought a dozen of these a couple years ago, don't think any have run out yet.
