Not OP but it looks like a D ring. it also looks like he cut the top off and drilled the key to fit the D ring.

There's a local junkyard/parts place near where I live. I got it for free because I know the guy who owns the place, but I'd just look at your local junkyard for a wrecked Outback! :)
