Well, I seriously spent a good amount of time searching for cg-friendly dandruff products on amazon. There are sulfate-free tea tree products, true dandruff is caused by the skin reacting to naturally-occurring malassezia fungus (normal part of the skin's microbiome, may or may not be an imbalanced overgrowth in people with dandruff). Tea tree oil is effective against the fungus but my sensitive skin reacts to tea tree :( l'oreal makes a sulfate free low-poo (?) called everfresh with pyrithione zinc, same ingredient in head and shoulders. L'oreal everfresh shampoo has cocomidipropyl betaine, it does have amodimethicone, but it is a silicone removed by coco betaine. So not 100% cg but maybe a good low-poo dandruff option if natural etc. oils don't work for you. Coal tar works best for my (severe) dandruff and I found this simple bar soap, with a short ingredients list, that I've read can be used for hair... I plan to use occasionally and follow with cowash.
