Well, my mind on torture and enhanced interrogation was made up before my service in the military; I don't think it works.
In regards to Cruz wanting to carpet bomb ISIS, I don't think that it would be a viable tactic, even if it wasn't considered a war crime. One of the most amazing books I ever read discussed, in depth, about how commandos in Vietnam would call in ridiculous B-52 carpet bombing runs on supply trails during the Vietnam War, and they were ineffective.
I just wish more people knew about this guy. Described in this book about SOG as one of the best One Zeros around, which is really saying something. The book is a short read, but for the lazy, this link has a good amount of compressed info about this great hero.
Anyone interested in this story should read Sog: The Secret Wars of America's Commandos in Vietnam. It covers this story as well as others, and in general is a great read about special ops in the Vietnam War.
The book also covers Bob Howard, who also won a MoH and was in general a badass dude. Really can't recommend this book enough if this interests you!

A must read if you want the hardware and exploits of our secret war. Toe poppers were mini-mines. There was a separate Dutch made golf ball grenade with a spoon and timed fuse that could be thrown much farther than a standard grenade.
 
The book is great. I have the audiobook, and it's something like 8 or 9 hours of entertainment. What those guys went through was phenomenal.
I own pretty much the entirety of that pile. ;)

I know I'm quite late to the party, but I'll let you know about what I have personally read in regards to this topic.
I had a bit of "required reading" to do when I got to the last platoon I would serve in during my time in service. This is the book I had to read. I remember reading about how the NVA created "elite" counter SOG units and hunter-killer teams in order to counter MACV-SOG.
That isn't exactly Spetsnaz vs Navy SEALs, but those counter recon teams were specially trained NVA soldiers. They weren't exactly regular forces.
