Sony is very developer friendly so all you would have to do is spring for an unlocked version.

Then you can simply unlock it and flash a stock rom (even the official sony one once it is released).

I really don't see what you want happening any other way. Sony is probably the only manufacturer that makes small phones that are not downgrades to their flagship parents.

There aren't a lot of "small" Android smartphones. You're basically looking at the Sony Xperia Z3 Compact. There is also the Samsung Galaxy Alpha, which is only a bit bigger.

I would get the z3 compact. Yeah it's like 2 years old but from I hear it's still a great phone (even others in this thread have mentioned it). The battery isn't "giant" but it's pretty big and paired with the 720p screen the battery life is very VERY good.

You basically need to make sure that the model you pick up, supports all of the possible LTE bands employed by AT&T to ensure that you're covered. That being said, here are two helpful links.
