This book has a very thorough explanation of how sponsorship programs work. The author has put together a lot of successful sponsorship deals in Formula 1 but his ideas and examples scale down well to local programs. They can be a little bit complex but if you're asking yourself "why would someone pay me to drive in circles?" then he's got the answer.
