It is a flexible curve but I've seen them more commonly used in the drafting community.
Does she have a good set of rulers? I'm a particular fan of Omnigrid rulers, like this one and this one. I also have a 24" flexible curve ruler (example) that I have found indispensable for altering or drafting patterns. French curves are supposed to be great, too, although I don't have any myself.
A tracing wheel, a few sheets of dressmaker's carbon (in both light and dark colors), and a roll of white craft paper are also very useful for transferring patterns non-destructively.

You should just practice drawing with your hands, either with a physical pen/pencil/brush, or with an electronic digitizing tablet and stylus.
Drawing using a mouse and vector graphics tools on a computer is extremely slow and cumbersome in comparison, and takes a lot of skill to do proficiently. The best computer illustrators use a digitizing tablet rather than a mouse. People doing CAD modeling or video game graphics or whatever sometimes do modeling with a mouse, but usually only after they have made a sketch as a reference, and need slow precise control.
There are many kinds of mathematical tools developed for drawing various sorts of curves and surfaces, but diving into studying them is going to suck up a lot of time and not really help you learn to draw. (Not that there is anything wrong with studying computer modeling primitives for its own sake, but you could devote years to studying the subject without really getting any payoff in making better drawings per se.)

I wonder if a flexible ruler would be useful to you? I have this one which doesn't have markings but there are others that do.
A flexible curve, available at any art supply store or Amazon, would be helpful in measuring your specific partner's wrists and ankles and transferring the dimensions to the wood.
