Go to home Depot or Lowes and buy a 1 inch diameter 90 degree schedule 40 pvc pipe connector and some 1/4 inch diameter stainless steel tubing.
Drill a hole in the outer bend of the pvc and insert steel tube, pinch the steel tube slightly with pliers 1/4 inch from the smoking end so that your legal smoking substance doesn't pull through the steel tube.
If you have any leaks, seal them with duct tape. Not perfect, but I am certain it will work just as well as the $50 unit with a little trial and error. The PVC pipe will need to be taped to the mouth of the bottle before you flip it upside down.
Edit: 1 inch PVC elbow $0.40: http://www.pvcfittingsonline.com/406-010-1-schedule-40-pvc-90-ell.html
1/4 diameter stainless steel tube (could only find 3 foot length, so you can cut it into 3 or 4 pieces and make a few) This is cheaper at my local home depot, but it costs $10.41 here: http://www.amazon.com/Stainless-Steel-Welded-Tubing-Length/dp/B004TUE7RE/ref=sr_1_1?ie=UTF8&qid=1426314463&sr=8-1&keywords=1%2F4+id+steel+tube
For about $10.00-$12.00 you can now make 4 of these, assuming you have tape already.
