HDD and the Y-Cable
I bought this drive with this cable.. The cable allows you to plug the drive into two usb ports and draw power from both of them. Reasonably cheap and works well. Plus it's the exact same color are the deluxe Wii U. Black with a neon blue light.

What HDD do you have? Most should work though get a Y cable just in case. Mine would not work without one. Yours might not be getting enough power from 1 USB port on the Wii U. Especially if it's a 7200RPM drive.

Sure thing. That cable will work if your drive has a mini USB connector on it. You can just search Amazon for "USB y cable" to see other types.
Belkin will work with 5V DC power but this router draws more than 1A and typical USB port is limited to 1A max. You can either use one of those USB chargers for smartphones/tablets (5V/1.2-1.5A) or get on of these Y-cables from Amazon and replace mini-B connector with your router's power connector
I had an old Western Digital Passport kicking around (about 3-4years old), just reformatted it and used a USB Y cable to give it enough power. It's been workign perfectly for about a year so far.
